With the local government reform, the operation of most of the specialised offerings in the field of disability services was transferred to the district authorities. Today these offerings are affected by the need to be sold to several district authorities, and special-needs schools and centres for brain damage and communication impairment, in particular, are finding that some district authorities are choosing other suppliers or making their own provision for users living within their boundaries. Residential and day care offerings are not affected to the same extent by the new market-like conditions. This is due to the fact that they have a relatively stable group of users, who have been given long-term places in these facilities.
