School Development Planning in the City of Copenhagen 2006-2008

In 2006, the City of Copenhagen launched a development project at its schools in order to
  • strengthen and develop the teaching of reading skills
  • strengthen the AKT function (behaviour, social skills and well-being)
  • foster an evaluation culture
  • promote school-home links
  • strengthen the management function with a view to quality assurance of teaching
AKF has evaluated the project in the period 2006-2008. The evaluation shows that, in the areas of AKT and reading, the counsellor function has been successful, mainly because it has improved the teachers' ability to tackle restless and difficult pupils and support pupils with reading impairment at an earlier stage. The evaluation counsellors, on the other hand, are used only to a limited extent, and they do not seem to be integrated into school activities. This poses a particular challenge since the development of an evaluation culture at the schools does not seem to be particularly advanced either.
