The managers of the specialised offerings for the disabled have experienced pronounced changes in their working conditions over the last two years. Following the local government reform, the operation of the disability services that had previously been under county auspices was transferred to district or regional control, and new market mechanisms were introduced for the purchase and sale of services. The managers thus find that the new operating framework for the specialised offerings requires them to devote their efforts differently. By contrast, the users do not yet seem to have experienced significant changes. However, there are signs that within the offerings that are not long-term, and therefore have a continual flow of new users, changes are being made in the services delivered, allowing local authorities to buy more flexibly arranged offerings.
