This study, which presents trends in the utilisation of educated workers in both the public and private sectors in recent years, also provides a picture of what the future will look like based on recent development trends in the factors that influence local authority and regional demand for labour.

The study shows that the increase in the level of education has been highest in the public sector. Employees in the public sector are already significantly better educated than employees in the private sector. Further, the study shows that a much stronger boost in the level of education has taken place in the public sector than in the private sector in the period 1996-2003.

This raises the question: What will be the outcome?
