Inventing the regional level
– A study of the establishment of Region Mid-Jutland

The political agreement reached by the Danish Parliament in June 2004 launching the Danish local government structural reform also includes the formation of five regions. This report is the first research project about the formation of the regions that follows the process in one of the five regions, namely Region Mid-Jutland. The report deals with the course of events to the election of an overall political council in November 2005. During this course of events the crucial basic structures were prepared. It applies to the formation of the administrative mana­ge­ment and it applies to the drawing up of an organisational model, a model for the political government and a mission and vision for the region. The preparatory work has progressed rapidly in Region Mid-Jutland, and the report sheds light on the factors having influenced the course.
